Facelift for Colombo : Introduction

The Battle for reconstruction of Sri Lanka is in full swing. The Sri Lankan Government is pouring in more and more funds in an attempt to bring the country back up to standard. The Government, with the help of the Urban Development Authority (UDA) has planned
out extensive reconstruction and renovation plan known as the Metro Colombo Urban Development Project (MCUDP) to be carried out in and around the city of Colombo. Most of these plans target the image of the city of Colombo proper, understanding and highlighting the fact that Colombo is the Capital City and the heart of the country.

The Urban development authority is planning to introduce new walkways, bridges, parks, sanitation facilities and jogging tracks etc, combined with extensive reconstruction and renovation of the storm drainage infrastructure to improve the appearance as well as the living standards of the city of Colombo and its suburbs.

The government plans to include a multitude of project partner organizations. These include the Sri Lanka Land Reclamation and Development Corporation (SLLRDC), Urban Development Authority (UDA), Colombo Municipal Council (CMC), Sri Jayewardenepura Kotte Municipal council (SJKMC), Dehiwala Mount Lavinia Municipal Council (DMMC) and the Kolonnawa Urban Council (KUC). These entities will jointly be managed by the Project management Unit (PMU) of the Ministry of Defense and urban Development(MOD & UD).

These projects are to be carried out under two major components. Component one being the renovation and development of the flood and drainage management component. This component will have 4 sub components, which consist of renovation of main canals and
lakes, improvement of secondary canals, improvement, reconstruction and rehabilitation of the storm drainage system and the improvement of roads, pavements and other social infrastructure. The Second component is set to focus on strengthening the city’s capacity to handle metropolitan and local infrastructure, as well as service provision and support for the project implementation.

The Metro Colombo Urban Development Project (MCUDP) is a mega development project costing USD 223 Million and is funded by the World Bank. The Duration of this massive project is three years and is considered as a regeneration program aimed at reducing and containing the physical and socioeconomic impact of the poor drainage systems(Flooding) in the City of Colombo proper and improving the priority infrastructure essential for sustaining the capital city.
